Burlington Community Action Program (BCAP) is a private, non-profit social service agency established in 1965 to serve the low-income population of Burlington County. BCAP is governed by a 27-member Board of Trustees, including one-third representation from the private sector, one-third from elected public officials, and one-third from the low-income population.
Since its inception, Burlington Community Action Agency (BCAP) has served the low-income population, including the working poor, through a wide range of programs specifically designed to help low-income persons achieve economic self-sufficiency. BCAP’s programs include Healthy Families-TIP, Parents as Teachers (PAT), Child Care Resource & Referral (CCR&R), First-Time Homebuyer Program; Housing Counseling Services; Permanent Rental Housing with Supportive Services for Working Poor, Post-TANF and Veteran Families with Children; Senior Apartments for senior citizens; Homelessness Prevention; Foreclosure Mitigation; Low-Income Home Energy Assistance Program (LIHEAP); Energy Crisis Intervention; and Information and Referral. During the past five years, BCAP helped 193,501 individuals and families move toward achieving their self-sufficiency goals.
